Free resume databases in France: 15 sources to find candidates in 2026

A free resume database is a pool of CVs an employer can browse without a subscription. In France the main ones are run by France Travail and APEC. Most private job boards only open part of theirs, or a trial. Terms change: these were checked on 17 September 2026.

"Free" does not mean the same thing at France Travail and at Indeed. For each source, this page separates three things: browsing a profile, opening the full resume, and contacting the candidate. Two sources out of fifteen let you do all three without paying.

Access terms, not just brand names

An employer account is rarely enough. Some databases require your account to be certified by an adviser, others a published job ad, others still a licence your company already bought. Every row states what you need before you start searching.

What costs money is stated plainly

When a database is paid, the page says so and quotes the figure the vendor publishes. When the vendor publishes nothing, the cell reads "not disclosed": no price has been estimated, extrapolated or copied from a third-party directory.

And then: what to do with the resumes

Fifteen sources also means fifteen resume formats landing in the same folder. The last part explains how to score them against your job description, get a rating out of 100 per resume, and keep them in a reusable talent pool instead of starting from scratch on the next role.

1. Start with the two public databases

France Travail and APEC are the only sources here where browsing, downloading the resume and contacting the candidate are all advertised as free. Between them they cover most occupations and seniority levels. That is the logical starting point before paying for anything.

A site manager is not found in the same place as a Go developer or a sous-chef. Sector databases are smaller but far better targeted, and some let you search for free. Pick one, not five.

Collected resumes arrive as PDFs, as Word files, as pasted text. Drop them into ResumeRank with your job description: each one is read in about thirty seconds, scored out of 100 with a written justification, then joins your talent pool.

The 15 resume sources in this review

This page answers a simple question that is usually asked badly: where can an employer browse resumes in France without paying for a subscription? The honest answer is that "free" covers three very different things depending on the source — searching, reading, contacting — and that many private job boards only open the first one.

Fifteen sources were kept: two public databases, six large generalist job boards, two platforms specialised in IT and engineering profiles, two junior platforms (internships, apprenticeships, first jobs) and three sector databases (construction, local government, hospitality). Each is described against four criteria, then detailed below.

Everything comes from the employer or recruiter pages published by the vendors themselves, consulted on 17 September 2026. When a piece of information does not appear there — a price, a trial length, an access condition — the matching cell reads "not disclosed" rather than an approximation. Every URL is listed at the end of this page.

  • Profiles: the kind of candidates the database actually holds.
  • What is free: browsing, the full resume, contacting the candidate, posting a job.
  • What is paid: what the vendor charges, at the price it publishes.
  • Access conditions: employer account, company registration, certification, published ad, licence.

The public databases: France Travail and APEC, free on all three steps

France Travail, the French public employment service, runs the widest database an employer can use for free. From the recruiter account, profile search returns records that are richer than a one-page resume: work history, education, stated availability — immediate or delayed — and sometimes portfolio documents. The resume itself downloads as a PDF. Posting jobs and searching profiles cost nothing. To email candidates and see their other contact details, notably the phone number when the candidate has agreed to share it, your recruiter account must be authenticated and then certified by an adviser. That certification is free.

APEC, the French association for executive employment, runs Candidapec. Its recruiter page states it plainly: a free, secure service with unlimited access. Browsing, advanced filters on remote work, location and skills, previewing and downloading resumes as PDFs, contacting candidates directly and setting up email alerts are all included, with no credits and no subscription. APEC advertises 15,000 new profiles a month, all of them managers, executives or executives-to-be. The only requirement is a validated recruiter account.

The large job boards: Indeed, LinkedIn, HelloWork, Cadremploi, Meteojob, Welcome to the Jungle

Indeed calls its resume search Smart Sourcing. You can browse the database and see a preview of profiles for free, but displaying a full resume, getting profiles matched to your job description and contacting candidates all require an Indeed account and an active Smart Sourcing subscription, or a running free trial. Indeed advertises more than 380 million profiles worldwide, limited to those candidates have made public. Its pricing page notes that many job ads can be posted for free under conditions, but publishes no figure for Smart Sourcing.

LinkedIn hosts profiles, not downloadable resumes, so "LinkedIn resume database" is a misnomer. A free account lets you search and view profiles within LinkedIn's monthly commercial use limit and within your network's reach. Beyond that you need a licence: Recruiter Lite offers 20 search filters, access to third-degree connections and 30 InMails a month; Recruiter offers 40-plus advanced filters and 100 to 150 InMails. LinkedIn publishes no price and states that it varies with the organisation's needs.

HelloWork advertises 8 million registered profiles, 4 million of them active in the database, 500,000 resumes updated monthly and a guarantee that profiles are less than 18 months old. The database is not free: it is bundled into paid plans from €99 per month with no commitment, with a second tier at €299 per month and quotes for companies above 50 employees and for staffing agencies. What is genuinely free is posting 2 job ads for very small businesses, with applications received by email.

Cadremploi targets managers and senior executives, and is the one source here whose recruiter pages were not reachable at the time of the survey: neither a free option nor the price of database access could be verified with the vendor, so both cells read "not disclosed". Meteojob, part of CleverConnect, advertises 4 million candidates and a matching engine, but publishes no price, no free tier and no trial length: entry goes through a demo request.

Welcome to the Jungle gives Welcome Sourcing access to 500,000 qualified talents. Two access levels exist. The paid Recruiter access, licensed annually per recruiter, unlocks unlimited search, selection and direct contact. The free Guest access is far narrower: it only shows existing sourcing projects and talents already shortlisted or contacted, and it is only available if your company already holds at least one Recruiter licence. The licence price is not published.

Tech and engineering: Turnover-IT and Kicklox Open

Turnover-IT is the recruiter side of Free-Work, the French platform for IT freelancers and employees. It advertises more than 300,000 qualified IT and tech profiles, with a counter showing 413,000, covering web and mobile development, cloud and DevOps, data and AI, cybersecurity, project management, UX/UI and systems administration. Freelancers and permanent candidates sit in the same database, which is unusual. What is free: a 24-hour test of the search engine and advanced filters. Beyond that, access runs on fixed-price packages independent of the hiring outcome, and the amounts are not published.

Kicklox Open is a database of engineers and technical talent, showing 72,474 available profiles on 17 September 2026, across software, data, mechanical engineering, electronics, chemistry, infrastructure, civil engineering, industry, design and project management. Its model is unusual and useful when you are looking for free options: posting a job is advertised as free and basic profile search is open. What is charged is access to contact details and advanced search, with no commitment, and the vendor states you only pay when you genuinely need the search engine. No figure is published on that page.

Students, internships and apprenticeships: StudentJob and JobTeaser

StudentJob advertises more than 950,000 registered users and covers student jobs, internships, apprenticeships, summer jobs and first roles, with employer access to its resume database alongside job posting. Its grid is published, which is rare: a free option exists, capped at 3 applications over 30 days with regional visibility, then regional Premium runs from €199 to €597 for 30 days and national Premium from €398 to €796 for 30 days, with email and social campaigns quoted separately.

JobTeaser sits inside the career services of hundreds of European schools and universities. On the recruiter side it advertises a pool of more than 2 million qualified young talents — the platform community is stated at 5 million — and a matching tool, TalentMatch, that surfaces profiles fitting a role. No price is published: the vendor presents three packaged solutions and points to a quote request, and no free tier or trial is announced, so those cells read "not disclosed".

Sector databases: construction, local government, hospitality

Generalist databases perform poorly on hard-to-fill trades for one simple reason: the vocabulary is too diluted. Sector databases are ten to a hundred times smaller, and that is exactly what makes them work.

PMEBTP covers building, construction, civil engineering, real estate, industry, energy and logistics, advertising more than 4,000 job titles, split into three searchable segments: executive, non-executive and administrative resumes. Its database page explicitly invites recruiters to browse the resume database freely, and the vendor states that recruiters can source independently within it. Posting internship offers is also advertised as free. Job ad distribution, unlimited database access and employer branding are paid, with no published figures and an online quote instead.

Emploi-Collectivités serves French local authorities and showed 610,167 territorial profiles on 17 September 2026, across some thirty job families and the A, B and C civil service categories. Its model is distinctive and worth understanding first: profiles are anonymised and an engine sends your job ad to the relevant people, the vendor stating that no human accesses the resumes directly. You therefore do not browse a database in the classic sense. Neither free access nor pricing is published.

L'Hôtellerie Restauration is the reference for kitchen, front of house, reception, housekeeping, management, fast food and contract catering, showing 9,238 active resumes on 17 September 2026. Access is paid and the grid is published: a basic ad starts at €80 excl. VAT for 30 days with resumes received, and database access is sold by duration, from €277 excl. VAT for 10 days up to €6,850 excl. VAT for a year of unlimited browsing, according to the employment rate card published by the vendor and in force at the time of the survey.

What "free" really means

Of the fifteen sources on this page, only two — France Travail and APEC — let you do all three things that matter for free: search, read the full resume, contact the candidate. Everywhere else, free stops at a specific step, and that step is what you need to identify before spending any time.

The first split is about browsing. At Indeed, search and preview are open, but the full resume and contact require an active Smart Sourcing subscription or a running trial. At Kicklox Open, basic search is open and contact details are what you pay for. At Welcome to the Jungle, Guest access only exists if your company already holds a paid licence. Three different models, one word to describe them.

The second split is about credits. Several vendors sell not access but a number of views or messages: 30 InMails a month on LinkedIn Recruiter Lite, 100 to 150 on Recruiter. A credit burned on the wrong profile is a credit lost, which moves the real question: not "how much is access", but "how many resumes must I open before I find the right one".

The third split is about trials. Turnover-IT offers 24 hours, Indeed a Smart Sourcing trial, StudentJob a free option capped at 3 applications over 30 days. A trial is only useful if you arrive with your real criteria and a real job description: in 24 hours, an improvised search teaches you nothing about how deep the database goes.

One last point that is not trivial: a database being free says nothing about the quality of its profiles. A paid sector database of 9,000 resumes can be worth far more than a generalist pool of millions of dormant ones. Look at the stated refresh rate — HelloWork guarantees profiles less than 18 months old, for instance — and at the availability the candidate declares, as France Travail shows.

Resume databases and GDPR: what you may do with the resumes you consult

Consulting a resume in a database, downloading it and keeping it in your own files is personal data processing. The moment the file leaves the platform and lands on your machine, you, the employer, become the controller. What follows is not legal advice: it is the three points that come up every time, and your data protection officer or counsel will tell you more.

First, purpose. A resume consulted for a specific role was collected for that role. Reusing it for other openings means telling the person: one sentence added to your outreach message or your acknowledgement email, not a corporate project. The same logic applies to use: resume data serves to assess an application, not to feed a commercial database.

Second, retention. The French data protection authority recommends keeping an unsuccessful candidate file no longer than two years after the last contact, unless the person agrees otherwise. That period has to be set explicitly, documented, and actually enforced — an "Applications 2023" folder lingering on a shared drive is exactly what the rule exists to prevent.

Third, individual rights. Access, rectification, erasure, objection: a candidate can exercise them at any time, including on a resume you pulled from a database and that they never sent you directly. Decide who handles those requests, and how fast, before you receive one.

Finally, an obvious point worth writing down: each platform's terms of use apply. They govern what you may extract, copy and keep, and generally prohibit any automated collection. Read them before you start, and follow them: they, rather than the advertised price of zero, define what you are allowed to do.

  • Set a retention period: two years after the last contact, per the French data protection authority.
  • Organise how access, rectification and erasure requests are handled.
  • Follow each platform’s terms of use: no automated extraction.

After the database: screening what you collected and building your own talent pool

The problem with a free resume database is not access, it is what comes next. You open forty profiles, download fifteen, file them away, and three weeks later you no longer know which one had the site experience or why you rejected the third. The time saved on collection is lost again on screening.

Sources and method

This page is a documentary survey. Every row in the table and every profile below comes from the employer or recruiter pages published by the vendors themselves, consulted on 17 September 2026. Nothing has been estimated, extrapolated or copied from a third-party directory: when a piece of information does not appear on the vendor's site — a price, a trial length, an access condition — the cell reads "not disclosed".

Two sources originally considered were dropped because they could not be documented from the vendor at the time of the survey: Monster, whose French recruiter pages redirect to an unreachable domain, and Malt, whose company pages and help centre did not respond. They were replaced by Kicklox Open and Emploi-Collectivités. Cadremploi was kept for its standing on executive roles, but its recruiter pages were not reachable either, so its terms read "not disclosed".

Job board terms and prices change quickly, sometimes from one quarter to the next, and often depend on the scope negotiated: number of users, duration, contact volume, setup fees. Always confirm with the vendor before committing. This page is refreshed quarterly. As ResumeRank publishes a resume analysis tool, it does not appear in the table: it is not an external database, it is the tool that processes the resumes you bring back from one.

Which free resume database is best for an employer in France?

As of 17 September 2026, only two sources let you search, read the full resume and contact the candidate without paying: France Travail and APEC. France Travail is the widest and covers every occupation and seniority level; APEC is dedicated to executives and advertises 15,000 new profiles a month. If your role is an executive one, open both. Otherwise start with France Travail, then add the database for your sector: PMEBTP for construction, Turnover-IT or Kicklox Open for technical profiles, StudentJob for internships and apprenticeships.

Is the France Travail resume database free for employers?

Yes. Posting jobs and searching profiles are free from the employer account, and the resume downloads as a PDF from the candidate record. How long can you keep a resume found in a database?

Once you download and keep the resume, you become the data controller and the retention period is yours to set.
