An ATS (applicant tracking system) is software that centralises job postings, applications and candidate tracking. This comparison covers twelve of them, with their target audience, entry price and seven objective criteria. No stars, no ranking, no "number one". Every tool is described against seven verifiable criteria: target audience, entry price, AI resume scoring, CV database, integrations, data hosting, free trial. You weigh them according to your own context.

Published prices, or nothing

Four vendors out of twelve publish an entry price. The other eight are quote-only, and the table says so. Whenever a vendor does not publish a piece of information, the cell reads "not disclosed": we do not fill the gaps with guesses.

Hosting treated as a real criterion

For an HR team, knowing where resumes are processed is not a detail. The table separates vendors that state a precise location from those that only mention compliance without saying where their servers actually sit.

The 12 tools in this 2026 ATS comparison

This comparison covers twelve tools: seven French ATS platforms (Taleez, Flatchr, Beetween, Jobaffinity, WeRecruit, Softy, Nicoka), three international platforms widely used in France (Teamtailor, Welcome to the Jungle with Welcome Kit, Recruitee) and two AI-first tools (Manatal, ResumeRank). Each is described against the same seven criteria, then detailed in its own profile below.

Prices collected on 12 September 2026 from the vendors’ own websites and subject to change. Nothing has been estimated: when a vendor does not publish a piece of information on its pricing or product pages, the matching cell reads "not disclosed". Every URL consulted is listed at the end of this page, in the "Sources and method" section.

Taleez: the French ATS for small and mid-sized companies

Taleez is a French ATS aimed at small and mid-sized companies, claiming more than 20,000 recruiting professionals as users. The product covers distribution to over 90 job sites, a CV database fed by automatic parsing, and a "Taleez IA" module that surfaces the profiles in your own base that match an open role. The vendor states servers located in Gravelines, France, and full GDPR compliance.

The pricing page shows no figure: the price is described as built from simple criteria and goes through a quote request. Taleez positions itself from around ten hires a year and also addresses the public sector and non-profits. A free trial is offered, preceded by a scoping call. The takeaway: a complete generalist ATS with one of the few clearly located hosting setups on the market, but no pricing transparency.

Flatchr: hiring distributed to managers

Flatchr is a French ATS built around "distributed hiring": HR steers, managers recruit. The vendor claims more than 8,000 teams on the platform and primarily targets small and mid-sized companies in operational sectors, plus franchise networks. On the feature side: distribution to over 160 job boards (LinkedIn, Indeed, Google for Jobs), a CV database presented as a talent pool, resume matching and AI-assisted job ad writing.

No price is published. The pricing page describes flexible monthly packages and annual packages at preferential rates, then points to a quote request. The vendor advertises a free 14-day test. On hosting, the site states GDPR compliance but never says where the servers are. The takeaway: broad functional coverage and an easy way in thanks to the trial, but a budget you cannot estimate without talking to sales.

Beetween: a configurable ATS for SMEs and the public sector

Beetween is a French ATS founded in 2007, positioned on small and mid-sized companies and the public sector, with fine-grained segmentation by industry and by hiring pain point. Its AI layer runs across the whole journey: resume parsing and matching, pre-qualification, scoring to spot qualified profiles, job ad writing and AI-assisted search inside the talent pool. Multiposting covers more than 180 job boards.

Pricing is not published: the site points to a personalised quote form. Hosting location is not stated on the public pages, and no free trial is announced there, so both are recorded as "not disclosed" in the table. The takeaway: a highly configurable ATS with AI at every step of the process, but a purchase that necessarily goes through a sales conversation.

Jobaffinity: explainable AI scoring and French hosting

Published by Intuition Software since 2009, Jobaffinity addresses small and mid-sized companies, recruitment agencies, staffing firms, franchise networks, the public sector and non-profits. The tool ships "JAI", an AI scoring engine the vendor describes as configurable and explainable, a CV database with search engine and filters, and multiposting advertised at more than 200 job boards from a single publication.

It is one of the few vendors making data location a central argument: hosting is announced as "100% French" and outside the scope of the US CLOUD Act. The pricing page, however, publishes no figure and offers only a custom quote form and a demo booking. No free trial is mentioned there. The takeaway: a clear data-sovereignty stance and an explainable AI, but a price to be negotiated case by case.

WeRecruit: published prices and AI as an upgrade

WeRecruit is one of the few vendors in this comparison to publish its grid. The Essentiel plan is listed at €2,070 excl. VAT per year and targets small companies and HR teams getting organised: unlimited users, two recruiter calendars, multiposting, collaborative hiring and a CV database. The Avancé plan, at €3,270 excl. VAT per year, adds AI parsing and scoring of applications capped at 500 resumes per month, five calendars and Active Directory SSO.

A third tier, Premium – Scale, addresses multi-entity or high-volume organisations and is quoted individually. The vendor offers a 30-day trial with no commitment. Hosting location is not stated on the site. For transparency: WeRecruit is ResumeRank’s integration partner, and the API returns a resume score directly inside the ATS.

Softy: a public entry price, everything included

Softy is a fully online French ATS covering the journey from sourcing to onboarding. It is the only French vendor in this comparison to display a figure on its pricing page: "from €350 per month". Every plan includes unlimited users and a CV database with unlimited profiles; what separates the tiers is the level of deployment and support rather than access to features.

On the AI side, Softy advertises four capabilities, including a pre-screening AI and generative AI for writing. Multiposting covers more than 100 job boards, with a LinkedIn Apply plugin, an SMS module and video conferencing. The pricing page mentions neither hosting location nor a free trial. The takeaway: a public entry price and a wide scope, but an entry ticket well above the per-user offers.

Nicoka: ATS, CRM and invoicing for agencies

Nicoka CABS is an all-in-one solution for recruitment professionals: small and mid-sized agencies, independent recruiters, IT consultancies, executive search firms, staffing agencies, training bodies and interim management. It combines ATS, sales CRM, invoicing and reporting in a single tool, with an AI assistant named Ada that drafts job ads, suggests matches and queries the CV database, which itself offers semantic search and deduplication.

Pricing is public and deliberately simple: €130 per user per month for the whole solution, plus setup fees starting at €500 for one user and data migration quoted separately. The vendor advertises 150 job boards included, data centres located in France and a 14-day free trial. The takeaway: the clearest pricing in this comparison for an agency, with client invoicing built in.

Teamtailor: employer brand and an AI co-pilot

Teamtailor is a Swedish ATS used by more than 12,000 companies in over 90 countries, split into two offers: up to 1,000 employees on one side, large enterprises on the other. Its historical strength is employer branding and career sites. Its "AI Co-pilot" searches talent pools, evaluates candidates against the criteria of the role and automatically generates a summary of every resume.

The platform claims more than 450 integrations: job boards, HRIS, assessments, e-signing, reference checks. Job postings and users are advertised as unlimited on every plan. The pricing page, however, shows no figure and invites you to request a quote; neither hosting location nor a free trial is mentioned. The takeaway: one of the most polished ATS platforms on candidate experience, for organisations investing in their employer image.

Welcome to the Jungle (Welcome Kit): the ATS behind the media brand

Welcome to the Jungle is best known as a media outlet and job board; its hiring suite adds an ATS, Welcome Kit, now presented as "the first AI-native ATS". The whole combines four products: company page and employer branding, job distribution, sourcing and application tracking. The vendor claims more than 4,500 corporate customers, including large accounts.

Two AI features are highlighted: Welcome Job Matching, which pushes openings towards the profiles judged relevant, and Welcome Sourcing, which the vendor says cuts sourcing time "from 2.5 hours to 5 minutes". No price is published: it depends on the scope chosen and goes through a quote. The CV database, hosting location and existence of a free trial are not documented on the public pages. The takeaway: you buy employer visibility first, a tracking tool second.

Manatal: the cheapest per-user offer here

Manatal is an international ATS built for recruitment agencies, staffing firms, independent recruiters and HR teams. It is the most accessible per-seat offer in this comparison: $15 per user per month billed annually ($19 monthly) for the Professional plan, capped at 15 jobs and 10,000 candidates. The Enterprise ($35) and Enterprise Plus ($55) plans lift those caps and add the open API and SSO.

The AI engine scores profiles against the requirements of the role to speed up screening, and the top plan advertises third-party LLM integration. The vendor claims more than 2,500 job board integrations, plus Zapier, Google Workspace and Microsoft Teams, and offers a 14-day free trial. Data location is not stated on the pricing or product pages: that is the point to clarify before entrusting it with European candidates’ resumes.

Recruitee: the Tellent suite for scaling teams

Recruitee, now part of the Tellent suite, targets growing organisations, typically between 50 and 1,000 employees. Three plans are offered — Start, Advance and Optimize — with talent pools included from the entry tier, 100 AI Screening credits per month and three monthly AI Matching searches; Optimize raises that to 65 searches and adds advanced analytics and dedicated support.

The grid displays currency symbols but no amounts: the price comes through a quote, with an advertised 20% discount on annual billing and a minimum twelve-month commitment. The vendor claims more than 200 integrations through the Tellent marketplace, plus an API and webhooks, and describes itself as built in Europe, SOC 2 and ISO 27001 certified — without naming the hosting country. A free trial is offered, of undisclosed length.

ResumeRank: not an ATS, a resume scoring tool

ResumeRank is not a full ATS: it is a resume scoring and analysis tool, meant to complement one. It does not handle job distribution, career sites or the approval pipeline. What it does: read a resume in about thirty seconds, compare it to your job description and return a score out of 100 with a written justification, a reading of the skills and an exportable PDF report. Data is hosted and processed in France, in Paris.

It plugs into what you already run in two ways: an API connection with WeRecruit, and a dedicated email address per role that collects applications forwarded from Indeed or HelloWork. Pricing is public: €29 per month (€24 per month billed annually) for 200 monthly analyses, and €89 per month (€72 per month billed annually) for 500 analyses shared across a team, with API access and ATS integrations. A free trial lets you test the tool before subscribing.

ATS or scoring tool? Both

The question is not "ATS or AI", it is "what costs you the most today?". An ATS solves a process problem: applications scattered across several inboxes, managers who cannot tell where a candidate stands, ads to repost one by one, a need for traceability. A scoring tool solves a decision problem: too many resumes for the time available, and no objective way to justify a shortlist.

The two are not mutually exclusive, and most of the ATS platforms here now embed some scoring. The real question is whether that layer is enough for your use: how many resumes it can analyse, whether you can weight your own criteria, and how well it justifies its output. Three situations come up again and again.

  • A small company with no ATS receiving resumes by email: a full ATS is usually oversized for five to ten hires a year. A scoring tool connected to a dedicated email address per role handles the screening without changing the team’s habits.
  • An agency already running WeRecruit: the ATS stays the backbone (clients, assignments, pipeline). Scoring is added over the API and returns a score out of 100 plus a client-ready report, with no double entry.
  • A company running an ATS without AI: there is no need to change ATS just to get scoring. Adding an analysis tool alongside is usually cheaper and less risky than migrating an entire application history.

How to choose your ATS in 2026

None of these twelve tools is "the best ATS" in absolute terms: they do not target the same volumes, the same industries or the same budgets. The right method is to write your constraints down first, then eliminate. Here are the six criteria that most often settle it, in the order that saves the most time.

  • Real volume: hires per year and resumes received per role. That figure decides whether a flat monthly fee beats per-user billing.
  • Billing model: per user, per simultaneous job ad, or all-inclusive. A three-recruiter agency and a company posting two ads a quarter do not want the same model.
  • AI scoring and how explainable it is: a score without a justification cannot be defended to a hiring manager, or to a candidate asking why they were turned down.
  • The CV database and how you reactivate it: a candidate base is only worth something if the tool surfaces the right profiles for a new role without you guessing the right keywords.
  • Integrations: the job boards you use, HRIS, mail, calendars, and whether an API exists if you want to plug in an analysis or assessment tool.
  • Hosting and commitment: stated server location, minimum contract length, setup fees and how you get your data back if you leave.

Sources and method

This comparison is a documentary survey: every row in the table comes from the pricing and product pages published by the vendors themselves, consulted on 12 September 2026. Nothing has been estimated, extrapolated or copied from a third-party directory. When a piece of information does not appear on the vendor’s site — a price, a hosting location, a trial length — the cell reads "not disclosed" rather than an approximation.

Published prices can change and often depend on the scope negotiated: number of users, optional modules, setup fees, commitment length. Always confirm the figure with the vendor before deciding. This page is refreshed quarterly. As ResumeRank publishes one of the tools listed, it appears on the last row, with no score and no ranking, and with the explicit note that it is not a full ATS.

What is an ATS?

An ATS, or applicant tracking system, is application management software. It centralises job openings, distributes them to job boards, collects applications into a single base, tracks each candidate through the stages of your process (received, shortlisted, interviewed, hired, rejected) and keeps the history. Most platforms add a career site, a CV database and, over the past few years, automated resume analysis. An ATS runs the process; it does not make the decision for you.

What does an ATS cost for a small business?

There is no publishable average, because eight of the twelve vendors in this comparison show no figure at all. Among the four that do, as of 12 September 2026: Manatal lists $15 per user per month billed annually, Nicoka €130 per user per month (plus setup fees from €500), WeRecruit €2,070 excl. VAT per year for its entry plan, and Softy "from €350 per month". Two orders of magnitude emerge: a few tens of euros per user per month for per-seat offers, a few hundred euros per month for all-inclusive packages. Always ask for a quote based on your real volume.

Is there a free ATS?

None of the twelve tools in this comparison offers a permanently free plan: these are professional products sold on subscription. What does exist is free trials, as recorded on 12 September 2026: 14 days at Flatchr, Nicoka and Manatal, 30 days with no commitment at WeRecruit, and a trial of undisclosed length at Taleez and Recruitee. The other vendors mention no trial on their public pages and go through a sales demo instead. If your budget is genuinely zero, the only realistic alternative is a spreadsheet, with the manual screening cost that implies.

What is the difference between an ATS, a CV database and a scoring tool?

These three layers answer three distinct needs. The ATS runs the process: job distribution, incoming applications, stages, statuses, candidate communication, traceability. The CV database holds the stock: every resume you have received, searchable again for a new role — it is usually bundled into the ATS. The scoring tool handles the decision: it compares each resume to a job description and returns a score with a justification, so you can rank and shortlist. A modern ATS often embeds scoring, but with a capped analysis volume; a dedicated tool is then added alongside.

Is an ATS GDPR compliant?

Compliance does not rest on the software alone: as the employer you remain the data controller, with the vendor as processor. Three things to check before signing: the stated hosting location (in this comparison, only Taleez, Jobaffinity, Nicoka and ResumeRank explicitly state France; Recruitee states Europe without naming the country), the existence of a data processing agreement meeting article 28, and how retention periods are configured. The French data protection authority recommends keeping an unsuccessful candidate file no longer than two years after the last contact, unless the candidate agrees otherwise. Plan how you will handle access, rectification and erasure requests too.

Does a three-person agency need an ATS?

Yes, as soon as you invoice assignments to clients: an agency has to track candidates, but also clients, assignments and invoicing, which a spreadsheet handles badly across three people. In this comparison, per-seat offers suit that size best — Nicoka and Manatal in particular — and Nicoka additionally bundles CRM and invoicing. If your main pain is the volume of resumes to screen rather than assignment tracking, a scoring tool on its own can be enough to start, and can then be added to the ATS on the day you adopt one.
